“Brad Fox Law” Heads to Governor’s Desk

This week the Senate passed legislation previously passed by the House that restores a significant law enforcement tool to remove illegal guns and prosecute straw purchasers. House Bill 898 is now on its way to the Governor’s desk.

A straw purchaser is one who buys firearms for others who cannot legally possess them – namely convicted felons. Although obtaining or receiving a firearm through a straw purchase is illegal in Pennsylvania, House Bill 898, known as the Brad Fox Law, would close a loophole in the current law that prevents the imposition of an enhanced penalty for second and subsequent offenses. Multiple straw purchases enable criminals to possess multiple guns, such as the one used in the fatal shooting of Plymouth Township Police Officer Brad Fox last month.

House Bill 898 would restore a five-year mandatory minimum sentence for those convicted of making repeat straw purchases of firearms, a measure that would make Pennsylvania’s streets safer for everyone.

House Approves Pro-Jobs Measure

House Approves Pro-Jobs MeasureJob creation remains one of my top priorities. I was pleased that a bill I co-sponsored which will help create good paying, family sustaining jobs (House Bill 2626) passed the House this week with significant bipartisan support.

HB 2626, known as PEP!, or Promoting Employment across Pennsylvania, will provide a state tax incentive for companies that create at least 250 new jobs in Pennsylvania within 5 years of the date of the grant agreement. The new jobs must be for full-time employees and include health insurance coverage of which the employer pays at least half of the premium. Companies that relocate to Pennsylvania would still pay applicable state Corporate Net Income Tax, Capital Stock and Franchise Tax and sales tax in addition to local taxes, including personal income taxes and property taxes. Existing Pennsylvania companies that create new jobs would continue to pay all relevant taxes for their current employees. The PIT incentive would only apply to newly created jobs.

House Bill 2626 is now on its way to the governor.
Working to help our Veterans

Two important bills that will help our veterans are on their way to the governor. Senate Bill 623 and Senate Bill 1531 were approved in the General Assembly this week.

Senate Bill 623 would establish a statewide annual goal of at least 3 percent participation in state contracts for veteran-owned and service-disabled veteran-owned small businesses. The bill defines a veteran-owned small business as an entity that is controlled by a majority of persons who are veterans, having 100 or fewer employees.

Senate Bill 1531 would authorize grants to the Pennsylvania Veterans Foundation and other charitable organization for veterans and their families. Proceeds for the grants would come from the sale of special “Honor Our Veterans” license plates and from a voluntary $3 check-off on driver’s license and vehicle registration forms.
House Votes for Additional Changes to Small Games of Chance Act

3.	House Votes in Support of Additional Changes to Small Games of Chance ActAs a way to help local organizations such as fire houses and charity groups raise funds in these difficult economic times, the house passed additional changes to Pennsylvania’s Small Games of Chance Act.

The legislation would allow organizations to conduct 50/50 drawings and other new games of chance to help them raise funds. In addition, the bill would permit an eligible organization to use proceeds from games of chance for license fees and background check fees; exempt eligible organizations whose proceeds are less than $2,500 in a calendar year from submitting annual reports or obtaining background checks; and would allow an eligible organization that is unable to conduct games at the location listed on the application and license to use another eligible organization’s premises for the small games. The bill now awaits the governor’s signature.

Trick-or-Treat Safety Tips Important to Remember This Halloween

It is trick-or-treat season. Parents and guardians are encouraged to remember several tips to ensure the safety of children engaging in trick-or-treating.

Accompany children on their rounds. If a parent or guardian is unavailable, someone he or she trusts should accompany the children.

Children should trick-or-treat only during times established by the local municipality, and visit only homes with porch lights on.
Trick-or-treaters should walk on the sidewalk, not the road, when possible and walk facing oncoming traffic, crossing the street only at crosswalks and not between cars.
Children should avoid wearing masks that obstruct their vision.
Parents should report any suspicious activity to local police.

Special Event Planned for Veterans

I will be hosting a Veterans Appreciation Breakfast to honor local veterans for their service to our country. The free breakfast will take place on Friday, Oct. 26, at 9 a.m., at the Freedoms Foundation of Valley Forge, 1601 Valley Forge Road in Phoenixville. In addition to breakfast, a special guest will be the keynote speaker. Information will be available on topics such as veterans’ benefits and government resources for veterans.
