House Education Committee Holds Public Hearing on Anti-Bullying Legislation

The House Education Committee held a public hearing last week in Harrisburg on strengthening state law to protect school students from various forms of bullying while in school, at school-sponsored activities or in school vehicles, such as buses.

House Bill 2464 would require schools to include prohibitions for harassment, intimidation and cyber bullying, in addition to the current required prohibition against bullying.

In addition, the bill would require schools to enact a policy that must identify by job title the appropriate school staff person to receive reports of incidents of alleged bullying, and the school officials responsible for ensuring the policy is implemented.

In formulating the policy, the school would be responsible for including several interested parties in the process, including: students, parents, administrators, school staff, school volunteers, community representatives and local law enforcement agencies.

House Passes Legislation to Address Human Trafficking

The House has passed and sent to the Senate legislation to help those forced into labor or sexual exploitation.

House Bill 235 would require advertisement of the National Human Trafficking Resource Hotline in various establishments across the state. The hotline directs individuals to a national, 24-hour, seven-day-a-week, toll-free call center that refers callers to local agencies that can provide a range of comprehensive services, including crisis intervention.

Under the bill, the hotline would have to be advertised in establishments where victims are most likely to be found, such as: massage parlors, spas, restaurants, bars, taverns, hotels, airports, train stations and bus stations.

It would also apply to adult entertainment enterprises and clubs that hold a valid liquor, malt or brewed beverage license.

Establishments that fail to post the signs would be subject to civil penalties.

Human trafficking is the second largest criminal industry in the world, with an estimated 27 million victims around the globe.
Motorists Encouraged to Be Alert this Fall

Fall is here and that means frosty mornings, fog and wet leaves. These hazards can affect morning and evening commutes and contribute to conditions such as impaired vision and obscured traffic lines and pavement markings.

Drivers can help reduce their risk of a crash by slowing down and using extra caution when the sun is particularly bright or on leaf-covered roadways, especially on narrow or winding roads.

Motorists can take additional precautions by following these tips:

  • Checking vehicle headlights, taillights and turn signals to ensure they are working properly.
  • Checking vehicle heating and wiper systems to ensure they are in good working order. Drivers should remember Pennsylvania law requires headlights to be on when wipers are in use.
  • Ensuring tires have sufficient tread depth in case of early season snowfall.
  • Watching for students walking or waiting for buses along a typical commute route.

I’m Hosting a Veterans Breakfast

I will be hosting a Veterans Appreciation Breakfast to honor local veterans for their service to our country.

The free breakfast will take place on Friday, Oct. 26, at 9 a.m. at the Freedoms Foundation of Valley Forge, 1601 Valley Forge Road in Phoenixville.

In addition to breakfast, a special guest will be the keynote speaker. Information will be available on topics such as veterans’ benefits and government resources for veterans.

I want to encourage all veterans to attend this event. These men and women who have served our country in the armed forces deserve our continued appreciation.
